2008 CFSA/SYC NOTICE OF RACE/ SAILING
INSTRUCTIONS v2.0
The 2005-2008 Racing Rules of Sailing (RRS) of the International Sailing
Federation, the Canadian Yachting Association (CYA) prescriptions, the
rules of one-design classes where appropriate, and these Sailing
Instructions will govern all races at CFSA/SYC. Racing IAW the CFSA/
SYC Racing Calendar will be offered if there are at least three (3)
boats registered fifteen minutes (15) before the warning signal
1. REGISTRATION
Registration will take place in the
CFSA/SYC upper bar one-half hour before the skippers’ meeting. Only
yachts entered and skippered by members of CFSA/SYC may enter
races. Visiting yachts satisfying RRS 75 may also enter three (3)
races in a calendar year but will not be eligible for trophies.
2. NOTICE TO COMPETITORS
Required changes to any information
pertinent to Races will be posted on the main notice board in the Upper
Bar, or announced via the Club E-Mail. Notice of Race and Sailing
Instructions will also be posted on the CFSA/SYC Web site and amended
when necessary. Final instructions pertaining to each race will be
announced at the Skippers’ Meeting that will normally be held one-half
hour before the “Warning” gun.

HANDICAPS
3.1
Atlantic Speed Potential Numbers (ASPNs), as listed in the current NSYA
Yacht List, will be used to calculate competitors' corrected times on a
time-on-time basis.
3.2
Boats that satisfy RRS 78.1 but are not listed in the most recent NSYA
list may enter by completing and delivering to the CFSA/SYC Handicap
Chairman or Race Committee an NSYA Yacht Data Sheet prior to the first
race in which they compete. The NSYA Data Sheet will also be submitted
to NSYA by E-Mail by the boat owner. The CFSA/SYC Handicap Chairman
will assign a temporary ASPN that will only be valid for this Club until
NSYA list is updated.
3.3
For the purpose of this Club a boat without a flying sail (no spinnaker)
will be considered “B” Class and a boat with a flying sail (spinnaker)
will be considered “A” Class. “A” and “B” Class trophies will be
awarded and an open class overall trophy for the season will be
presented.
3.4
SYC will use the Low Point Scoring System for Club Races as described in
RRS.
4. SAFETY
EQUIPMENT
All yachts must meet Transport
Canada minimum standards IAW the Safe Boating Guide. Yachts may
be inspected by the SYC Safety Officer.
5. INSURANCE
Boat owners must
carry $500,000 insurance to protect themselves and others while racing.
6. SERIES RACING
Two series will take place IAW
Racing Calendar. Wednesday evenings “Warning” gun will normally be at
1825 or 1755 in later series. The best of seven (7) races will count in
each series.
7. SUNDAY CLUB
RACES
Sunday Races will be held IAW the
Racing Calendar. The starts for Club Series will be at 1325. Skipper’s
Meeting will be at 1300. Starts for other Sunday Races will be as
promulgated on Racing Calendar.
8. PRAM RACING
Pram racing could take place in
October if requested by Club members. Pram races will start at 1325 and
the Skippers’ meeting will be at 1300. A Senior and Junior Champion
will be determined.
9. COURSE
Course marks may be selected from
the latest NSYA Course Card or specially designated by the Race
Committee. The course will be posted on a board at the Skipper’s
meeting indicating the order in which marks are to be passed and the
side on which each mark is to be left. The navigational buoys listed
below shall be honoured as navigational buoys unless they are designated
as marks of the course.

10. STARTING
/FINISHING LINE
For series Racing and Weekend Races
the starting and finishing line will be at the northwest end of
Bonaventure jetty from a Committee Boat. The Club starting and
finishing line from the Upper bar veranda may also be used. For certain
races it may be necessary to designate a special start and finish line.
This will be determined at the Skippers’ meeting. Races will be
conducted IAW Part 3 of RRS.
11. RECALLS
May be announced on VHF Channel 68
12. TIME LIMIT
For Wednesday evening series racing
the first boat from each class must cross the finish line by 2100. All other boats must
finish by 2130. As the days grow shorter these time limits will be
changed to 2030. All other boats must by 2100. For afternoon races the
first boat from each class must cross the finish line by 1600 and all other boats must
be finished by 1700. When it is necessary to change the above time
limits it will be announced at the Skippers meeting. This changes RRS
Rule 35.
14.
PROTESTS
Protests shall be written on forms
available in the Club office and lodged with the Race Officer within
thirty minutes after the last boat finishes. Anyone wishing to lodge a
protest must meet the requirements of RRS 61.
15.
SAIL NUMBERS
Correct sail numbers must be
displayed. This constitutes prior warning under RRS 77.
16.
WITHDRAWALS OR DISABLEMENT
Racers shall report withdrawal or
disablement to the Race Committee ASAP, preferably by VHF.
17. RIGHT OF WAY
The RC will disqualify any yacht
that interferes with the orderly passage of a naval or commercial ship.
18.
ENGINES
Engines may be used in an emergency.
Details of such use are to be reported to the Race Committee.
19. GARBAGE
Yachts shall not discharge garbage
overboard. Witnesses are encouraged to act under Racing Rule Part 5.
20. RADIO USE IN HALIFAX SHIPPING CONTROL ZONE
Yachts fitted with VHF radio should
monitor Channel 12 in Halifax Harbour and Channel 14 within the Control
Zone beyond Maugher’s Beach. Channel 16 elsewhere.
21.
BONAVENTURE JETTY SPECIAL PURPOSE BUOYS
All boats must stay outside the area
indicated by the Special Purpose Buoys which are positioned around
Bonaventure Jetty. Racers could be disqualified if protested by other
participating yachts.

the Tom Taylor 24 hr Race Sailing Instructions will govern the Tom
Taylor 24 hr Race. Participants must indicate their intention to Race by
the 20 July 08 by contacting:

registered by 20 July 08 the race will be cancelled.

REGISTRATION

CFSA/SYC upper bar from 1730 to 1815 on 25 July 08. The Skippers’
Meeting will be at 1815. Race start
will be at 1900. FEE for the
Regatta is fifteen dollars ($15.00) per boat.
2.
HANDICAPS
Atlantic Speed Potential Numbers (ASPNs), as listed in the
current NSYA Yacht List, will be used to calculate
competitors' distance traveled. Distance logged will be
divided by ASPN #.
ENTRIES:
The Regatta
is open to boats that are duly registered and meet equipment,
accommodation and
measurement requirements. Boats that satisfy RRS (78.1),
but are not listed on the most recent NSYA list
may enter by completing and delivering to the SYC Race
Committee an NSYA Yacht Data Sheet prior to the
Skippers’ Meeting. The Race Committee will assign a
temporary ASPN which will only be
valid for this race.
INSURANCE
All yachts
are required to carry valid public liability insurance for a minimum of
$1,000,000
and shall produce evidence of coverage if requested by the
Race Committee.
SAFETY EQUIPMENT
All yachts must meet Transport Canada minimum standards IAW the
Safe Boating Guide. The Race
Committee may inspect
designated yachts to ensure Safety Requirements are met.
3. COURSE
Competitors will select their own
course from the Lateral, Cardinal and Special Buoys found on the
Navigational Charts for Bedford Basin, Halifax Harbour and Halifax
Harbour Approaches. Each buoy can be claimed as part of the course
twice. Distance claimed between buoys must be logged on the “Tom Taylor
Distance Log Sheet” provided at the Skippers’ Meeting. Other boats
also rounding a mark at the same time must be recorded on the Log Sheet
in the remarks column.
4. STARTING
/FINISHING LINE
Start and Finish Line will be an
extension of a line towards McNabbs Island when the Club House Flag Pole
and the light standard on the jetty are lined up. Start will be to the
northward. First gun will be at 1855.
TIME LIMIT
Duration of the race will be from
1900 on 25 July 08 to 1900 on the 26 July 07. Any boats finishing after
1900 on the 26 July 08 will be assessed 0.2 of a mile penalty for each
minute after 1900. Boats not crossing the finish line by 1930 will be
marked DNF.
