AGREEMENT "
General 1. The STV TUNA program shall fall under the Vice-Commodore CFSA. He shall liaise closely with the Director Club Operations and Director Sail Training. Operations shall be IAW these Standing Orders and the Ref SLA
Objective 2. STV TUNA has the following prioritized objectives:
a. provide training opportunities for the MARLANT Defence Team; b. provide training opportunities for SYC members; c. provide adventure training opportunities for local units and members of the MARLANT Defence team; d. provide rental opportunities for SYC members;
e. provide adventure training opportunities for units outside the local area; and
f. generate income to support the upkeep and modernization of TUNA.
Training 3. Any training provided by SYC on STV TUNA that leads to certification/ qualification shall be conducted by CYA instructors and result in CYA certification. Unofficial courses such as Women in Sail, Keel Boat Introduction and Adventure Training may be conducted by instructors without CYA certification pending approval by the SYC Executive. These instructors may be drawn from SYC members and former STV TUNA instructors as well as other sources. Maximum use will be made of individuals with previous STV TUNA experience.
4. SYC may offer the following courses provided there is sufficient interest and suitable instructors can be found:
a. CYA Learn to Cruise courses from Introduction to Boating to Advanced Cruising; b. Introduction to Sailing; c. Women in Sail; and d. other courses based on interest and instructor availability.
5. Vice-Commodore CFSA, together with Director Sail Training will prepare a schedule of courses, establish minimum/maximum participation levels and assign instructors by 1 April each year. This program shall be approved by the FADMO.
6. Adventure Training may be conducted by military instructors provided they are suitably qualified for the intended exercise.
7. Instructors are responsible for completing a Condition Report (Annex A) and Inventory Verification (Annex B) before and after each lesson.
Rental 8. STV TUNA shall be made available to members of SYC for rental at least 33% of the season. Individuals wishing to rent STV TUNA must hold a Pleasure Craft Operators Card and must be certified to CYA Basic Cruising or Canadian Forces Harbour Skipper level for sailing within the confines of Halifax Harbour. Individuals wishing to go beyond Halifax Harbour must possess CYA Intermediate Cruising certification or a Canadian Forces Coastal Navigation qualification. Individuals without the requisite certification must challenge the applicable CYA exam and complete a checkout. The minimum crew shall be a Skipper qualified for the intended trip and at least one competent crew member. Rental rates shall be in accordance with the STV TUNA Business Plan (Annex C). Skippers unfamiliar with STV TUNA will require a checkout during which they must demonstrate:
a. maneuvering under power; b. hoisting sails; c. picking up a mooring under sail only; d. departing a mooring under sail only; e. reefing; f. heaving to; and g. successful man overboard
maneuver (any method, no engine).

9. All Skippers renting STV TUNA shall complete a brief written test covering basic rules of the road and local procedures. This exam will be kept on file for one year, after which it must be re-done.
10. Each Skipper will have a file maintained on him/her that:
a. identifies their qualifications; b. holds a copy of their written test; c. indicates any restrictions (i.e. not authorized in wind speeds exceeding 35 kts); and d. any other information SYC deems fit to include.
11. The following individuals are authorized to sign out/in STV
TUNA to authorized Skippers:
a. Vice-Commodore CFSA; b. Director Sail Training c. instructors conducting a course; and d. Members of the STV TUNA Maintenance Team.
12. The above individuals shall ensure a Condition Report and Inventory Verification are completed before and after each rental. They shall also ensure the Skipper is qualified for the intended trip.
13. Diesel fuel and water are to be replenished after each use. A limited amount of fuel will be secured in approved containers next to the workshop that renters may purchase at $1.00 per litre.
14. The above guidelines will be applied uniformly to all to all members of SYC. Any exception must be authorized by the SYC Executive.
Insurance 15. As a DND Vessel, STV TUNA is self-insured. That is to say, should damage to a third party occur, DND will be liable. Should STV TUNA be damaged, DND will determine if she is to be repaired. If damages are attributable to unauthorized use, DND may elect to seek reimbursement from the Captain. CYA instructors are insured under the CYA Instructor Policy as long as they are conducting training.
16. NPF (CFPSA) will cover all members of the SYC under the Consolidated Insurance Program, this means that members will be insured (liability) as any military recreational club member (which course participants will be when they sign up) and/or volunteer. Note that this does not apply to the vessel itself, since it will remain a public asset and therefore is self-insured.
Maintenance 17. The Vice Commodore CFSA shall establish a maintenance team. This team shall be responsible for:
a. launching; b. stepping the mast; c. conducting a shake down sail; d. conducting inspections of STV TUNA at least once per month during the sailing season; e. conducting quarterly inspections verifying all STV TUNA equipment and stores; f. actioning any deficiencies noted in the Deficiency Log (if possible, dockyard staff will be used to assist with maintenance); g. haul out; and h. signing in/out of STV TUNA.
18. Members of the Maintenance Team will, on a rotating basis, be on call for one week at a time commencing Saturday mornings at 0800. Their principal duty will be to sign in/out the STV TUNA should she be rented. The rotation will begin the first Saturday after launch and end with haul out.
19. STV TUNA equipment will initially be stored in the Boat Shed in the Dockyard. Eventually storage facilities will be assigned at SYC. Nothing is to leave the equipment building without the action being noted on a loan card and signed for by the individual. STV TUNA will have sufficient inventory for day to day purposes. There should be no need to sign for additional gear except in exceptional circumstances.
Return to Service 20. In the event that a military requirement (operational or training)
for STV TUNA arises, she shall be transferred to the appropriate DA as quickly as possible. Should this occur while a course is being conducted or during a rental, students/renters shall be reimbursed on a prorated basis.
